Alapfunkci\u00f3ja, hogy v\u00e9detts\u00e9get ny\u00fajtson a csecsem\u0151nek a k\u00fcls\u0151 k\u00f6rnyezeti hat\u00e1sokkal szemben, \u00edgy seg\u00edtve fejl\u0151d\u00e9s\u00e9t. Innen m\u00e1r csak egy l\u00e9p\u00e9s vezet el a felismer\u00e9sig, miszerint egy kezd\u0151 v\u00e1llalkoz\u00f3 a gazdas\u00e1gi \u00e9letben szint\u00e9n &#8211; term\u00e9szetesen \u00e1tvitt \u00e9rtelemben &#8211; &#8222;csecsem\u0151nek&#8221; tekinthet\u0151!<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">Vizsg\u00e1ljuk meg el\u0151sz\u00f6r, hogy kinek az \u00e9rdeke a kezd\u0151 v\u00e1llalkoz\u00e1sok inkub\u00e1l\u00e1sa.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">a) \u00c9rdeke, mint legnagyobb egys\u00e9gnek a t\u00e1rsadalomnak. K\u00f6zismert a munkaer\u0151helyzet, a munkan\u00e9lk\u00fclis\u00e9g v\u00e1rhat\u00f3 nagyar\u00e1ny\u00fa n\u00f6veked\u00e9se mindenki el\u0151tt egy\u00e9rtelm\u0171. Az osz\u00e1gnak p\u00e9nz\u00fcgyi, szociol\u00f3giai, t\u00e1rsadalompszichol\u00f3giai szempontb\u00f3l egyar\u00e1nt elemi \u00e9rdeke, hogy a munka n\u00e9lk\u00fcl maradtak min\u00e9l nagyobb h\u00e1nyada kapcsol\u00f3djon be \u00fajra a t\u00e1rsadalmi munkamegoszt\u00e1si folyamatokba.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">b) Nagyon fontos a megold\u00e1s az \u00f6nkorm\u00e1nyzatok sz\u00e1m\u00e1ra. Egyr\u00e9szt a fentiek miatt, m\u00e1sodsorban az \u00faj v\u00e1llalkoz\u00e1sok az adott ter\u00fcleten hi\u00e1nyt p\u00f3tl\u00f3 tev\u00e9kenys\u00e9get fejthetnek ki, nem besz\u00e9lve az esetleges \u00faj munkahelyek teremt\u00e9s\u00e9nek lehet\u0151s\u00e9g\u00e9r\u0151l, v\u00e9g\u00fcl, de nem utols\u00f3sorban n\u00f6vekedhetnek a helyi ad\u00f3bev\u00e9telek.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">c) A v\u00e1llakoz\u00f3k \u00e9rdekelts\u00e9ge nyilv\u00e1nval\u00f3, hiszen d\u00f6nt\u0151 r\u00e9sz\u00fck \u00e9rthet\u0151 m\u00f3don t\u0151keszeg\u00e9nyen indul, r\u00e1ad\u00e1sul komolyabb tapasztalatok \u00e9s kapcsolatrendszer n\u00e9lk\u00fcl kezdi tev\u00e9kenys\u00e9g\u00e9t.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">A kezd\u0151 v\u00e1llalkoz\u00e1sok t\u00e1mogat\u00e1sa sz\u00fcks\u00e9gszer\u0171, s ennek felismer\u00e9se t\u00f6bb p\u00e9nz\u00fcgyi-technikai elj\u00e1r\u00e1s kidolgoz\u00e1s\u00e1t eredm\u00e9nyezte. Az \u00faj m\u00f3dszerek egyike lehet, a Magyarorsz\u00e1gon m\u00e9g gyerekcip\u0151ben j\u00e1r\u00f3, a kezdeti k\u00eds\u00e9rletez\u00e9si st\u00e1diumban l\u00e9v\u0151 &#8222;inkub\u00e1torh\u00e1z&#8221; int\u00e9zm\u00e9ny\u00e9nek bevezet\u00e9se. A kezdem\u00e9nyez\u00e9s \u00e9l\u00e9re \u00e1llt szak\u00e9rt\u0151inek tapasztalat\u00e1val, szaktud\u00e1s\u00e1val \u00e9s anyagi t\u00e1mogat\u00e1s\u00e1val p\u00e9ld\u00e1ul a Magyar V\u00e1llalkoz\u00e1sfejleszt\u00e9si Alap\u00edtv\u00e1ny (MVA), a SEED Alap\u00edtv\u00e1ny \u00e9s a Nemzetk\u00f6zi Managerk\u00e9pz\u0151 K\u00f6zpont.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">N\u00e9zz\u00fck meg ezek ut\u00e1n, mit is takar az &#8222;inkub\u00e1torh\u00e1z&#8221; fogalma.<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">Jelenti els\u0151 f\u00e1zis\u00e1ban egy v\u00e1llalkoz\u00e1s-seg\u00edt\u0151 k\u00f6zpont kialak\u00edt\u00e1s\u00e1t, melynek az al\u00e1bbi f\u0151 funkci\u00f3kat kell ell\u00e1tni:<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">1. Inform\u00e1ci\u00f3szolg\u00e1ltat\u00e1s<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">A v\u00e1llalkoz\u00f3 hozz\u00e1f\u00e9rhet adatb\u00e1zisokhoz, bekapcsol\u00f3dhat adatb\u00e1zisokba, marketing tev\u00e9kenys\u00e9g\u00e9hez kaphat gyakorlati seg\u00edts\u00e9get, naprak\u00e9sz jogi, p\u00e9nz\u00fcgyi, m\u0171szaki, piaci inform\u00e1ci\u00f3khoz juthat.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">2. Tan\u00e1csad\u00e1s<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">peci\u00e1lis \u00e9s \u00e1ltal\u00e1nos esetekben &#8211; az inform\u00e1ci\u00f3szolg\u00e1ltat\u00e1ssal szoros \u00f6sszef\u00fcgg\u00e9sben &#8211; az iroda bels\u0151 vagy k\u00fcls\u0151 szakembere, esetleg k\u00fcls\u0151 szakc\u00e9g seg\u00edts\u00e9ge vehet\u0151 ig\u00e9nybe.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">3. Dologi szolg\u00e1ltat\u00e1sok<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">A v\u00e1llalkoz\u00f3 ig\u00e9nybe veheti az iroda technikai jelleg\u0171 seg\u00edts\u00e9g\u00e9t. (telefax, telefon, sz\u00e1m\u00edt\u00f3g\u00e9p, m\u00e1sol\u00f3berendez\u00e9sek stb.) Nagyon fontos tev\u00e9kenys\u00e9g, hiszen a v\u00e1llalkoz\u00e1sok nagy r\u00e9sze nem rendelkezik a fenti technikai eszk\u00f6z\u00f6kkel, n\u00e9lk\u00fcl\u00fck pedig m\u00e1r az indul\u00e1skor h\u00e1tr\u00e1nyba ker\u00fcl.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">Az iroda term\u00e9szetesen szoros, \u00e1lland\u00f3 kapcsolatban kell legyen az adott telep\u00fcl\u00e9sen, r\u00e9gi\u00f3ban vagy az \u00f6nkorm\u00e1nyzat keret\u00e9n bel\u00fcl m\u0171k\u00f6d\u0151 szervezetekkel (V\u00e1llalkoz\u00f3k P\u00e1rtja), egyes\u00fcletekkel (VOSz, IPOSz, Kamar\u00e1k), szervezeti egys\u00e9gekkel (munkaer\u0151gazd\u00e1lkod\u00e1s, termel\u00e9s-ell\u00e1t\u00e1s), p\u00e9nzint\u00e9zetekkel stb.<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">A m\u00e1sodik f\u00e1zis &#8211; \u00e9s ez jelenti a komplexit\u00e1st -, amikor az iroda a hum\u00e1n \u00e9s technikai seg\u00edts\u00e9gen t\u00falmen\u0151en, telephellyel, m\u0171hellyel, infrastrukt\u00far\u00e1val<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">is tudja t\u00e1mogatni a kezd\u0151 v\u00e1llalkoz\u00f3kat. Majd minden nagyobb telep\u00fcl\u00e9sen tal\u00e1lhat\u00f3k olyan \u00e9p\u00fcletek (ki\u00fcr\u00fclt laktanya, nem (gazdas\u00e1gosan) \u00fczemel\u0151 ipari l\u00e9tes\u00edtm\u00e9nyek stb.), amelyek megfelel\u0151 \u00e1talak\u00edt\u00e1s ut\u00e1n alkalmasak m\u0171helyek kialak\u00edt\u00e1s\u00e1ra, rendelkeznek a sz\u00fcks\u00e9ges infrastrukt\u00far\u00e1val (\u00fat, energia, k\u00f6zm\u0171vek).<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">A kezd\u0151 v\u00e1llalkoz\u00f3 az \u00edgy kialak\u00edtott &#8222;inkub\u00e1torban&#8221; az \u00fczemeltet\u00e9s \u00f6nk\u00f6lts\u00e9g\u00e9nek megt\u00e9r\u00edt\u00e9se fej\u00e9ben (j\u00f3val a piaci \u00e1r alatt!) kezdheti meg tev\u00e9kenys\u00e9g\u00e9t. Term\u00e9szetesen a meg\u00e1llap\u00edtott b\u00e9rleti d\u00edj a v\u00e1llalkoz\u00e1s meger\u0151s\u00f6d\u00e9s\u00e9vel ar\u00e1nyosan, fokozatosan k\u00f6zel\u00edt a piaci \u00e1rakhoz, \u00edgy a sikeres kezd\u0151 v\u00e1llalkoz\u00f3 egy id\u0151 ut\u00e1n &#8222;kin\u0151ve&#8221; az inkub\u00e1torb\u00f3l, \u00e1tadja meg\u00fcresedett hely\u00e9t \u00faj v\u00e1llalkoz\u00e1soknak.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">Marad a k\u00e9rd\u00e9s, milyen alapon, kinek a finansz\u00edroz\u00e1s\u00e1val alak\u00edthat\u00f3k ki a fenti alapelveken m\u0171k\u00f6d\u0151 inkub\u00e1torh\u00e1zak. Elk\u00e9pzelhet\u0151, hogy az inkub\u00e1l\u00e1si tev\u00e9kenys\u00e9g maga is v\u00e1llalkoz\u00e1si form\u00e1ban jelenne meg, ez esetben nyilv\u00e1nval\u00f3an profitorient\u00e1lt m\u0171k\u00f6d\u00e9sr\u0151l besz\u00e9lhet\u00fcnk, \u00e9s kisebb szerep jut az \u00f6nkorm\u00e1nyzatoknak.<\/span><br \/>\n<span style=\"font-family: Times New Roman CE;\">Amennyiben azonban az \u00f6nkorm\u00e1nyzatok felismerik a m\u00f3dszerben rejl\u0151 hossz\u00fat\u00e1v\u00fa \u00e9rdekeiket, rendelkeznek a megval\u00f3s\u00edt\u00e1shoz sz\u00fcks\u00e9ges p\u00e9nz\u00fcgyi kapacit\u00e1sok egy r\u00e9sz\u00e9vel &#8211; ig\u00e9nybe vehet\u0151k ugyanis a k\u00fcl\u00f6nb\u00f6z\u0151 alap\u00edtv\u00e1nyok konkr\u00e9t t\u00e1mogat\u00e1sai &#8211; \u00e9rdemes megvizsg\u00e1lni a non-profit \u00fczemeltet\u00e9si m\u00f3d lehet\u0151s\u00e9g\u00e9t.<\/span><\/p>\n<p><span style=\"font-family: Times New Roman CE;\">Magyarorsz\u00e1g t\u00f6bb telep\u00fcl\u00e9s\u00e9n (pl.: Kecskem\u00e9t, Ny\u00edregyh\u00e1za, Zalaegerszeg, Tatab\u00e1nya) tesznek az \u00faj \u00f6nkorm\u00e1nyzatok kezdeti l\u00e9p\u00e9seket az inkub\u00e1torh\u00e1zak l\u00e9trehoz\u00e1s\u00e1nak ir\u00e1ny\u00e1ba.
